* WHAT...An extended period of stagnant air, with light winds
and little vertical mixing.
* WHERE...Portions of southwest and west central Idaho and
northeast and southeast Oregon.
* WHEN...Until 1 PM MST Friday.
* IMPACTS...Periods of air stagnation can lead to the buildup of
pollutants near the surface.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
An Air Stagnation Advisory concerns itself with meteorological
conditions only. For more information on air pollution in Idaho,

If possible, reduce or eliminate activities that contribute to
air pollution, such as outdoor burning, and the use of
residential wood burning devices. Reduce vehicle trips and
vehicle idling as much as possible.

Meridian Library District wins award for effective budgeting
The Government Finance Officers Association announced Tuesday that the Meridian Library District has received the Distinguished Budget Presentation Award for its fiscal year 2019 budget.
The award reflects the commitment of the governing body and staff to meet the highest principles of governmental budgeting, according to a release from the Meridian Library District.
In order to receive the budget award, the governing body has to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity’s budget serves as:
n a policy document
n a financial plan

Budget documents must be rated “proficient” in all four categories, and in the 14 mandatory criteria within those categories, to receive the award, the release said.
A Certificate of Recognition for Budget Presentation was given to library Director Gretchen Caserotti, designating her as the staff member primarily responsible for the district receiving the budget award.
There are over 1,600 participants in the Budget Awards Program. The most recent budget award recipients, along with their corresponding budget documents, are posted quarterly on the association’s website. Award recipients have pioneered efforts to improve the quality of budgeting and provide an excellent example for other governments throughout the U.S., the release said.
