Should Idaho create a state fund to support the construction of new K-12 schools?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
We already have a bond equalization fund in which the state gives school districts in lower property value areas a boost.
Should Idaho reduce the threshold for voter approval of local bonds from a two-thirds majority?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
We could. But we want the administrators, school board members, and citizens committees supporting bonds to stay in close contact with patrons. This threshold requires that continuous discussion.
Is Idaho sufficiently funding its higher-ed institutions?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
No. Higher ed has lost a substantial number of dollars the last 25 years. Health and Welfare, and Corrections, have gained substantial state funding over prior levels. Talk about getting it backwards.
Does Idaho have an obligation to provide any funding for pre-K education?
Allen Schmid
Democrat

Ryan Kerby
Republican
If Brad Little wins the governorship I think we will see a pre-K plan that will help.
Should Idaho create a state fund to support public transportation?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
No. We have a long range issue in Ada and Canyon Counties, but it should be paid for by the locals who use the corridors, not by people in the far reaches of the state. This is different from general transportation, where there are roads throughout the state, and everyone gets their taxpayer dollars spent back in their regions.
Should state law be changed to allow Idaho cities and counties to institute a local option sales tax in order to pay for public safety projects, such as courtroom improvements or jail construction?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
No. But I would consider a local option for public transportation.
Do you support a repeal of Idaho?s state grocery tax?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
Yes. I have worked on this all four years I have been in the Legislature. I am hopeful this year if Brad Little becomes governor.
Would you respect the will of the voters should Idahoans elect to expand Medicaid?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
Yes, but I would want sideboards such as making sure the work requirement is clear.
Would you respect the will of the voters should Idahoans elect to bring historical horse race betting back to Idaho?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
Yes. I have not ever had one constituent complain about anything regarding horseracing except the legality of the particular machines. If those machines are legal then it seems to me my constituency would be supportive. It hurt the economy in my legislative district when horse racing stopped in this area: people who raise and train horses, farmers who grow hay and other feed for the horses, truckers, etc.
Should Idaho remove the exemption protecting practitioners of faith healing from prosecution following the death of a child?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
It would be a good discussion to have. I would like to see Idaho be more supportive of the children in these situations.
Does Idaho need to change its cannabis laws, be it through decriminalization or legalization for medical or recreational use?

Would you support legislation prohibiting gun ownership for two years for persons convicted of domestic violence?
Allen Schmid

If the persons were convicted, and as long as the legislation was completely constitutional.
The Idaho Board of Correction is requesting $500 million for a prison expansion. Do you support this expansion, why or why not?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
Not at all. If we build another one it will be full the day it is finished, and they would want us to start the next one. We need to quit sending so many people to the state prisons.
Idaho?s justice reinvestment committee is exploring changes to drug sentencing law in Idaho as a tool for reducing the state?s prison population. What do you think should be done in the area of drug sentencing laws?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
We need more alternative approaches to changing behavior. Use of technology, probation with conditions which will make people think and act differently. We need to give our elected judges the flexibility to move in these directions.
Does Idaho need to raise the minimum wage above $7.25 an hour?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
Not many people are making the minimum now. Most companies are having to pay $11, $12 or more to get anyone to work for them.
Would you support legislation requiring personal financial disclosure for statewide candidates in Idaho?
Allen Schmid
Democrat
(No answers received)
Ryan Kerby
Republican
No. I don't have much money, but I don't see that anything would be gained by doing this. I think it would be a distraction. I know fairly poor, middle class, and relatively rich legislators, and haven't seen any difference in their approach to governing. We all have to be elected, and we try to represent each of our constituents whether they be rich or poor or in between.
