Emmett officer involved in firearm discharge placed on administrative leave

EMMETT — Sgt. Kim Judy, the Emmett police officer whose weapon was involved in an Aug. 6 shooting that injured three people, was placed on administrative leave today pending the results of an internal investigation into the incident, Emmett Police Chief Steve Nebeker said.

Judy was off-duty the day the shooting occurred at about 7:30 a.m.

Nebeker told the Messenger Index last week that Judy and Whisper Rowden, mother of the children involved, were at Judy’s home playing with Rowden’s three children when Rowden’s 3-year-old son picked up the firearm and discharged it.

The bullet struck the 3-year-old’s thigh and traveled through the hand of Rowden’s 2-year-old son and then lodged in the back of Rowden’s arm.

The victims were treated and released from local hospitals with injuries not considered to be life-threatening.

The Idaho State Police initially investigated the incident.

An investigative report was sent to the Gem County Prosecutor’s Office on Aug. 18. Gem County forwarded it to the Ada County Prosecutor’s Office on Aug. 20 to avoid a potential conflict of interest.

The Ada County Prosecutor’s Office is examining the report to determine if charges will be filed.
