BOISE — Police say a 28-year-old man in a stolen vehicle caused a crash and chase Monday night and tried to evade police, crashed into a police vehicle and a another car at Fairview Avenue and Cole Road, then led police on a short foot chase before being caught and taken into custody.

No one was injured and the suspect, Boise resident Joseph Ouellette, is in custody and faces charges of felony aggravated battery on a law enforcement officer for the ramming of the police vehicle, felony eluding for fleeing from a Garden City officer, resisting and obstructing for running from the scene of the crash and felony possession of a stolen vehicle.

Boise Police Department spokeswoman Lynn Hightower outlined the chain of events that led to Ouellette's arrest:

  • A Boise police officer spotted the stolen vehicle as part of an ongoing investigation with the Metro Violent Crimes Task Force at 8:25 p.m. Monday in Garden City. The officer was in an unmarked police vehicle and called for marked units to assist in stopping the suspect vehicle, a 1994 silver Acura Legend, as it traveled south on Orchard into Boise.
  • As the suspect vehicle turned west onto Fairview, a marked Garden City patrol car pulled up behind the suspect vehicle. The officer in the unmarked police vehicle positioned himself in front of the suspect vehicle. As the Garden City officer turned on his overhead lights indicating he wanted the suspect vehicle to pull over, the suspect began weaving in the traffic lane, a move officers interpreted as an attempt to get away. At that time, the officer in the unmarked vehicle ahead of the suspect turned on his rear red and blue lights.
  • The suspect then drove onto the curb to the right, raced past the unmarked police vehicle, and swerved back off the curb ramming the right side of the unmarked police car. The suspect vehicle accelerated a short distance but as the suspect tried to jump the concrete divider, the vehicle was thrown back into the southbound turn lane. The suspect vehicle hit another vehicle stopped on westbound Fairview Avenue waiting to turn south onto Cole Road. That car hit another car also in the turn lane.
  • The suspect then ran from the car. Both the Garden City and Boise police officers chased him. He was caught and taken into custody in a parking lot on the northeast corner of the intersection.

After the incident, as officers investigated, traffic on Fairview Avenue just east of Cole Road was restricted for about 30 minutes.
